à Monsieur Frédéric MITTERRAND, Ministre de la Culture et de la Communication, Je
soussigné(e), ayant connaissance que la protestation
précédente, malgré les 2513 signatures
en provenance de 63 pays, n’a en rien retenu votre attention,
l’IMEB, Institut International de Musique Electroacoustique
de Bourges, Centre National de Création Musicale est et
reste gravement menacé d’une fermeture proche du
fait de la volonté affichée de la DRAC Centre de
commettre cet attentat. Elle en a posé les
prémisses et conditions en amputant drastiquement la
subvention du Ministère de la Culture français et
en la coordonnant à sa volonté personnelle de
fermer l’Institut, condamnant à terme, et par
asphyxie, l’IMEB à la cessation de ses
activités fortement ancrées dans les
réseaux internationaux de création, recherche et
diffusion. Cette destruction est menée selon une
procédure particulièrement scandaleuse par un de
vos représentants, car sans justification, sans concertation
et accord avec les autres partenaires publics, Région,
Département et Sacem qui ont exprimé leurs
volontés à voir se poursuivre les programmes de
l’IMEB. Cette atteinte à la liberté de
création et d’expression, comme cette
détermination affichée à imposer une
culture officielle sont inacceptables et indignes du grand
ministère que vous dirigez et de l’image
culturelle de la France, notamment à
l’étranger.
C’est pourquoi, moi-même et tous les signataires auxquels je m’associe, sommes choqués et faisons appel de cette condamnation. Nous ne pouvons imaginer que cette institution internationalement reconnue soit délibérément anéantie. Nous soulignerons, notamment parmi ses activités poursuivies depuis 40 ans au service de la création musicale, celles qui sont devenues comme une nécessité incontournable pour la connaissance et le développement de notre art
De tout cela il résulte que l’IMEB est devenu, au cours des années, un centre d’importance et de résonance quasi légendaire, au service de la création, non seulement au niveau individuel pour chaque compositeur, mais tout autant pour la valorisation, la circulation et l’échange des œuvres et des connaissances poursuivis dans un constant engagement en faveur de la musique électro-acoustique. Nous sommes tous très engagés pour et concernés par l’avenir de l’IMEB. J' espère cette fois-ci que l' exhortation que je vous adresse sera entendue et que vous y ferez civilement réponse. Je vous en remercie. Monsieur le Ministre, je vous demande donc et nous vous demandons à nouveau, avec force et détermination, de prononcer l’annulation de la décision inique et injustifiée de la DRAC, culturellement comme artistiquement, de garantir la liberté de création dans votre pays à laquelle nous savons combien vous êtes attaché, et d’assurer à l’IMEB les conditions d’une continuité de ses activités dans le présent et résolument dans le futur. |
French Minister of Culture and of Communication Dear Sir, The previous note of protest obviously did not attract your attention, despite its 2513 signatories from 63 countries. Therefore I write you today. The Direction Régionale des Affaires Culturelles DRAC of the Région Centre is still threatening to close the Institut International de Musique Électroacoustique de Bourges. The DRAC prepared this annihilation of the IMEB by reducing drastically in 2009 the subsidy given by the National Ministry of Culture. This action was taken by one of your representatives, without – scandalously – consulting the other public supporting partners. This attack on the liberty of expression and the determination to impose an official concept of culture are unacceptable and unworthy of the great ministry that you direct and detrimental to the cultural image of France abroad. We are shocked by this state of affairs and cannot accept it. We cannot imagine that this internationally recognized institution should be destroyed. We would like to call attention to some of the IMEB's activities during the 40 years of its service to musical creation which are of capital importance for the history of our art. The diffusion at the annual Festival “Synthèse” of the music of innumerable composers from all over the world, representing the most different aesthetic views and compositional methodologies (1960 world premieres from composers of 42 countries, 2632 French premieres); The contribution to the professional careers of countless composers through the internationally renown Bourges Competition, the oldest in the world, whose prize-winning works are broadcast by more than 20 national radio programs and played by many festivals. There were 735 contestants from 48 countries in 2008; Residencies to work in the famous studios of the IMEB and to compose without any restriction for 259 composers from 42 countries. Their works and those of composers winning a prize at the Competition are published on the two Bourges recording series and constitute a representative repertory of electroacoustic music of the last 40 years (421 works on 83 CDs); Conserving and making publicly available the rich music musical heritage of the IMEB (15 000 works from 73 countries), an on-going project in collaboration with the Bibliothèque Nationale de France, the UNESCO and the Institute for Computer Music and Sound Technology of Zurich. This project has advanced so far that it is unthinkable to stop it. This brief summary shows to what degree the IMEB over the years has become a virtually legendary focal point of musical creation, not only for the individual composer but also for the transfer of knowledge and of works themselves in a continuous commitment to the cause of Electroacoustic Music. We are most concerned for the future of the IMEB. We ask you once more with force and determination, Minister Mitterrand, to annul the disastrous and unjustified decision of the DRAC, to guarantee the liberty of artistic creation, about which we know that you feel very strongly, and to assure the IMEB conditions permitting the continuation of its activities for the present and in the future. |
